出境旅游优质服务供应商计划与测评标准

　　为配合旅游法的实施，提升出境旅游服务质量,国家旅游局发布了《出境旅游优质服务供应商认定与测评标准》，实施“出境旅游优质服务供应商计划”（简称QSC计划）。遵照《出境旅游优质服务供应商认定与测评标准》及相关规则，根据中国旅行社协会和QSC计划执行机构发布的公告，中青旅控股股份有限公司等20家出境游组团社获准成为“出境旅游优质服务供应商计划”保荐机构。
　　根据《出境旅游优质服务供应商认定与测评标准》，境外地接旅行社、酒店、购物商店、景区景点和餐馆等供应商，如果申请参加优质供应商的认证，除了严格的专业测评外，还需要有合格的保荐机构出具的保荐函。经认可的这20家组团社，将能够为境外合格供应商出具保荐函。根据《旅游法》第三十四条：“旅行社组织旅游活动应当向合格的供应商订购产品和服务。”
　　据了解，《出境旅游优质服务供应商认定与测评标准》由国家旅游局2013年13号公告发布，是目前唯一由官方发布和认可的海外旅游服务标准，其目标是通过该标准进行认证，遴选境外接待中国游客的优质供应商，推荐给中方组团社和旅游者，帮助中国旅游者识别有品质保障、提供优质便利服务的境外旅游服务供应商。

20 Chinese Outbound Tour Operators Obtained the Qualification as Recommending Organization of QSC Program

To facilitate the implementation of the new Tourism Law and to improve the quality of Chinese outbound tourism service, China National Tourism Administration (CNTA) has officially implemented the China Outbound Tourism Quality Service Certification Program (QSC program), and issued the Criteria of Certification and Assessment for China Outbound Tourism Quality Service Suppliers (the Criteria). According to the announcement published by China Association of Travel Services (CATS) and the executing organization of the QSC program, and in compliance with the Criteria and related rules, 20 Chinese outbound tour operators such as China CYTS Tours Holding Co., Ltd are approved as recommending organizations of QSC Program.

According to the Criteria, those who want to join in the QSC Program, including travel service-type suppliers, hotel-type suppliers, shopping store-type suppliers, tourist attraction-type suppliers, restaurant-type suppliers and other types of suppliers,  should not only go through strict professional assessment, but also obtain a recommendation letter from qualified recommending organization. The approved 20 tour operators are qualified to provide recommendation letters for eligible outbound tourism suppliers. According to the No.34 Provision of the Tourism Law, travel agencies should order products and services from eligible suppliers.

In line with the 13/2013 Announcement from CNTA, the Criteria of Certification and Assessment for China Outbound Tourism Quality Service Suppliers is the only officially issued and recognized outbound tourism service standard. Through assessment and certification, the Criteria aims at selecting outbound quality tourism suppliers, recommending them to Chinese tour operators and travelers, as well as helping Chinese travelers to recognize outbound tourism suppliers who has quality assurance and provides convenient and high-quality services.
