第十八届西洽会暨丝博会主题论坛达成“西安共识”

西部网讯 由陕西省人民政府和中国贸促会主办的第十八届中国东西部合作与投资贸易洽谈会暨丝绸之路国际博览会主题论坛于2014年5月23日在陕西省西安市举办，来自丝绸之路沿线43个国家、地区的近700名中外政要和嘉宾，围绕“共建丝绸之路经济带、促进区域合作与发展”主题，进行了深入探讨和交流，达成以下共识：

1.共建丝绸之路经济带符合沿线国家和地区人民的共同利益。习近平主席访问中亚时提出的共建丝绸之路经济带战略构想，契合沿线各国和地区加强合作的强烈期盼，给沿线国家和地区带来重大战略机遇，对沿线国家和地区的发展、稳定和繁荣具有重要作用。

2.陕西在共建丝绸之路经济带中具有战略支撑作用。作为古丝绸之路起点，陕西区位优势明显，承东启西、连接南北，是亚欧大陆桥上重要的交通枢纽和物流中转站，在丝绸之路经济带建设中具有不可替代的地位和作用。

3.发挥西洽会暨丝博会重要平台作用。西洽会暨丝博会是共建丝绸之路经济带的积极实践，为国内外客商搭建了扩大与丝路沿线国家和地区交流与合作的平台，在促进区域合作发展、扩大国内外开放等方面发挥着重要作用。通过网络和常态展示等方式，将西洽会暨丝博会、大唐西市的丝路旅游文化展和华南城的丝路产品精品展办成不落幕的博览会。

4.构建互利共赢的地区关系。本着包容互信、平等互利原则，尊重各国发展水平、资源禀赋、政治制度的差异，求同存异，和谐共处，建立互利共赢的友好关系。促进建立友好城市关系，推动政府间互访互动，带动民间商协会、社会团体和企业之间的对接交流，增进相互了解和友谊。

5.建立畅通高效的交流协商机制。在海关、交通运输、进出口检验检疫等领域加强双边多边政策协商与沟通，消除贸易壁垒，推动通关便利化。发挥丝绸之路国际商协会友好合作（西安）圆桌会作用，建立丝绸之路企业家理事会，推动丝路沿线国家和地区交流与合作。

6.建设连通便捷的基础设施。挖掘丝绸之路经济带的通运潜能，推动连接亚欧的货运班列正常化，提升铁路和公路连通水平，打通空中丝绸之路，建立互通共享的信息平台，建设“陆、空、数字”三条丝绸之路，共同推进全方位的大通道建设。

7.促进贸易便利化。丝路沿线各国和地区政府在法规政策的框架内，探索新的投资贸易管理方式，实现投资贸易便利、跨境交易结算顺畅、监管高效便捷，降低贸易和投资成本，提高区域经济循环速度和质量。

8．发挥地区间的比较优势。丝路沿线国家和地区在地域特点、资源禀赋、经济结构、文化特色、生活方式上存在着明显的互补性，在能源、交通、电信、农业、化工、纺织、科技创新等领域也都存在着明显的互补特性，充分发挥比较优势，推动产业合作。

9.增强地区间的人文交流。民心相通是丝路区域强化合作的立根之本。文化交流是民心相通的载体，充分利用历史形成的文化交流渊源，传承丝路精神，传播丝路文化，通过共同举办文化活动、共建教育机构、进行科研协作、互派留学生、联手推进丝路联合申遗等，深入开展文化、科技、教育等领域的交流合作。

Hosted by the People’s Government of Shaanxi Province and the CCPIT, the Theme Forum of the 18th International Trade Forum for Cooperation between East & West China (ITFCEW) and the Silk Road International Exposition has been successfully held on May 23rd 2014 in Xi’an, Shaanxi, gathering 700 Chinese and foreign political VIPs and distinguished guests from 43 countries and regions along the Silk Road, who have discussed and exchanged views around the theme of “Jointly Building the Silk Road Economic Belt and Expanding Regional Cooperation and Development”, and have attained the following consensus:

1. Jointly building the Silk Road Economic Belt serves the common interest of peoples in countries and regions along the Route. In accord with the strong desire of countries and regions along the route to strengthen cooperation, the important strategic concept of jointly building the Silk Road Economic Belt as proposed by Chinese President Xi Jinping on his official visit to Central Asia brings forth critical strategic opportunities and plays a key role in ensuring the development, stability and prosperity for these countries and regions.

2. Shaanxi is the strategic pillar in the course of constructing the Silk Road Economic Belt. As the starting point of the ancient Silk Road, connecting north and south, east and west China, Shaanxi enjoys superior geological advantage as the important transport and logistics transit hub on the Euroasian Land Bridge, and plays an irreplaceable role in the construction of the Silk Road Economic Belt.

3. ITFCEW & the Silk Road International Exposition works as an important platform. As the active practice of jointly building the Silk Road Economic Belt, ITFCEW & the Silk Road International Exposition works as a platform to broaden communication and cooperation between domestic and international merchants and countries and regions along the Belt, and plays a significant role in promoting regional development and expanding opening up at both home and abroad. Online as well as conventional exhibitions will allow ITFCEW & the Silk Road International Exposition, the Silk Road Tourism Culture Exhibition of Tang West Market, the Silk Road Product Exposition of South China City to become never ending expositions.

4. Construct mutual benefit and win-win regional relationship. On the basis of inclusiveness and mutual trust, equality and mutual benefit, respect of varied development stages, distinct resources endowment and political systems of different countries, every country shall seek common ground while reserving differences, live harmoniously with one another and establish mutual benefit, win-win and friendly relationship. Sister city relationship, inter-governmental visits and interactions, exchanges between non-governmental chambers of commerce, social groups and enterprises are to be promoted for better understanding and friendship.

5．Build up smooth and efficient communication and consultation mechanism. Efforts shall be made to improve bilateral and multilateral policy consultation and communication in fields such as customs, transportation, and import and export inspection and quarantine, remove trade barriers, and facilitate customs clearance. We shall give full play to the Silk-Road (Xi’an) Round-table Conference for Friendship and Cooperation of International Chambers of Commerce, set up Silk Road Entrepreneur Council so as to promote communication and cooperation between countries and regions along the route.

6. Build up connected, convenient and efficient infrastructure. Efforts shall be made to explore the transportation potential of the Silk Road Economic Belt, normalize the freight train connecting Asia and Europe, improve railway and high way transportation efficiency, open up Air Silk Road, construct interconnected information sharing platform so as to give shape to “Land, Air and Digital Silk Road” for the purpose of jointly promoting the construction of all-around greater route.

7. Promote trade facilitation. Governments of countries and regions along the Silk Road shall explore, within the framework of laws and policies, new management mode to better facilitate trade and investment, enhance efficiency of cross-border transaction settlement, realize convenient and effective regulation and supervision, and reduce trade and investment cost, and increase speed and quality of regional economic flows.

8. Bring regional comparative advantage into full play. Countries and regions along the route are prominently complementary to each other in terms of regional characteristics, resources endowment, economic structure, culture features and life styles, so are they in the fields of energy, transportation, telecommunication, agriculture, chemical engineering, textile, technological innovation and so on. Efforts shall be made to give full play to their comparative advantage by promoting industrial cooperation.

9. Enhance cultural and people to people exchanges between countries and regions along the route. Understanding between people is the foundation for strengthening cooperation between countries along the route. Cultural exchanges are the carrier of understanding between people. Cultural exchanges featuring historical origins shall be fully tapped to inherit the Silk Road spirit and disseminate the Silk Road culture. We shall conduct in-depth exchanges and communication in the fields of culture, science and technology and education through jointly hosting cultural activities, establishing collaborative educational institutions, collaborating in scientific research, exchanging students, and promoting application as the UN World Heritage for the Silk Road.
